落實(shí)“誠信至關(guān)重要”高級別專家組報(bào)告的建議

非國家實(shí)體1.5℃凈零排放承諾的可信度和問責(zé)制 

　　非國家實(shí)體——企業(yè)、金融機(jī)構(gòu)、城市和地區(qū)對最遲在2050年實(shí)現(xiàn)全球凈零排放至關(guān)重要。

　　聯(lián)合國秘書長成立的非國家實(shí)體凈零排放承諾問題高級別專家組（HLEG）發(fā)布報(bào)告《誠信至關(guān)重要：企業(yè)、金融機(jī)構(gòu)、城市和地區(qū)的凈零排放承諾》提出了十項(xiàng)切實(shí)可行的建議，通過制定明確的標(biāo)準(zhǔn)和準(zhǔn)則來實(shí)現(xiàn)誠信、保障透明度并落實(shí)問責(zé)制，確保凈零排放承諾和把全球氣溫上升限制在不超過工業(yè)化前水平1.5°C范圍內(nèi)。

　　報(bào)告發(fā)布后，秘書長概述了實(shí)施這些建議的步驟，包括呼吁所有現(xiàn)有和新的凈零自愿倡議和集體氣候行動(dòng)小組相應(yīng)地調(diào)整和修訂標(biāo)準(zhǔn)。他還呼吁非國家實(shí)體提出與非國家實(shí)體凈零排放承諾問題高級別專家組報(bào)告完全一致的過渡計(jì)劃。

Credibility and accountability of 1.5°C-aligned net-zero emissions commitments of non-state entities

Non-state entities — businesses, financial institutions, cities and regions — play a critical role in getting the world to net-zero emissions no later than 2050.

The report by the United Nations Secretary-General’s High-Level Expert Group on the Net-Zero Emissions Commitments of Non-State Entities (HLEG), “Integrity Matters: Net-Zero Commitments by Businesses, Financial Institutions, Cities and Regions,” sets out ten practical recommendations to bring integrity, transparency and accountability to ensure that net-zero pledges are fully aligned with limiting global temperature rise to 1.5°C above pre-industrial levels, by establishing clear standards and criteria.

Following the launch of the report, the Secretary-General outlined steps to implement the recommendations, including calling on all existing and new net-zero voluntary initiatives and collective climate action groups to align and revise their standards accordingly. He also called on non-state entities to put forward transition plans, fully aligned with the HLEG report.

Businesses, financial institutions, cities and regions with a net-zero pledge are advised to record their alignment with the HLEG report using the implementation checklist. The checklist transcribes the recommendations of the report into a list of criteria and provides guidance on what non-state entities need to consider through each stage of their progress towards being credibly 1.5°C-aligned.
